    The Shafter Stingrays continued the competition season with a strong performance at the recent Lakeside meet, held at Garces High School on Saturday. With a total of 23 swimmers competing in 69 events, the Stingrays came home with several top ten finishes.     Offense was the name of the game Friday night as the Wasco Reserves came out strong and then held on to beat the California City Whiptails, 11-9, at the Ballpark. It was a comback from aanother high-scoring game on Wasco Tribune Night Thursday, where they came out on wrong end of a 9-8 score against the Monterey Amberjacks before over 350 fans.     The Shafter City Council has approved an operating budget of slightly more than $34 million for the fiscal year beginning July 1. While this is an increase over the projected $27.8 million to be spent this year, it won’t mean additional taxes for area residents, according to City Manager Scott Hurlbert.
