    Carl Dean Mansfield went home to be with his Lord on Tuesday, Oct. 20, 2020, at the age of 82. Carl was born April 30, 1938, in Clovis, to Clois (Cates) and Charley Mansfield. Carl moved to Shafter with his parents and siblings around 1950. He attended Shafter High School, where he met Shirley Mae Clayton, and they married in 1955.     The Recreation and Parks District is applying for a $8.2 million grant for two new pools. The board unanimously voted to put in the pools, board member Sharon Sharp said.     The City of Shafter's IT system was attacked by ransomware over the weekend, resulting in the entire system being frozen and locked. City Manager Gabriel Gonzales said that their IT department discovered the breach over the weekend. At this time, they do not believe that any personal information has been obtained.
