    The Richland School District is offering sessions in the fall, spring and summer in its pre-school programs. These sessions are intended to prepare incoming transitional kindergartners and incoming kindergartners, ages 4-5, offering preschool education, health and social services.     Allen Lee Warkentin was born in Dalhart, Texas, to Karl and Elisabeth Warkentin. The youngest of five siblings, his family moved during the dust bowl and relocated to Reedley, where Allen grew up. He attended Immanuel High School, class of 1950, and then continued his studies at Pacific Bible Institute (now Fresno Pacific University), where he met his future wife, Belva Becker of Shafter/Wasco.     At the City Council meeting on Tuesday, a grant application submitted by the Orange Heart Foundation requesting $2,000 in funds for the Wasco Rose Festival event was approved. On May 7, 2019, the City Council adopted a resolution approving a $10,000 Community Grant Program to be given by the City Council to qualifying non-profit organizations within city limits.     The Shafter Depot Museum has a new exhibit on display as it had a 1942 Flying Caboose land on its train track at the Museum as part of a new display.
