    Judith Lynne ("Judy") Schroeder-Moar, 60, died in Portland, Ore., after a brief illness. Born in Bakersfield to Karen Clarkin Schroeder and Clarence ("Sam") Schroeder, Judy grew up in Shafter. She attended Richland Elementary and Junior High and participated in Blue Birds and recreational softball and swimming. In 1980, she graduated from Shafter High School, where she majored in F-U-N.     Nati Crane is a 15-year-old Wasco High School musician. She has been playing the guitar and singing since age 5 and recently won first place recognition at the California FFA's Got Talent event.     The City of Wasco and Wasco Code Compliance held their annual Bike Rodeo at Barker Park for their 10th time on Saturday.     Hall Ambulance has an open recruitment period going for their next EMT academy, which begins on Sept. 20. The Academy prepares individuals in under 10 weeks to start working in the Hall Ambulance 9-1-1 system as an emergency medical technician.     The California State Transportation Agency awarded the City of Wasco a $1 million grant for its Improving Air Quality and Economic Growth with Bus Electrification project.
